What EVV settled, and what it did not
Section 12006(a) of the 21st Century Cures Act required states to mandate EVV for all Medicaid-funded personal care services by January 1, 2020 and for home health services by January 1, 2023 (Medicaid.gov). That settled visit verification; it settled nothing about plan quality, handovers or policy discipline, which remain the agency's own. Treating the mandated layer as the whole stack is the most common technology mistake in the trade.

Judge any scheduling approach (software or whiteboard) by its exception path: who is alerted, how the replacement is found, and whether the record shows what actually happened rather than what was planned.
